Minutes of Town of Mineral Council Meeting
March 9, 2009

VRWA presentation – Bob Gay with Virginia Rural Water Association gave a brief presentation on the importance of water and an overview of Virginia Rural Water Association.
Long range water plan presentation – Skip Notte with Dewberry Davis and Jeremy Camp with Louisa County Community Development gave a brief overview of the long range water plan. It was asked if there were any concerns or comments. There will be two meetings held for public input on March 30 and March 31 at the IGC and Jouett Elementary School.
Public comments – there were no public comments
Adopt Agenda (add or take away items at this time) Under old business add the approval of a new web page Under new business emergency services for Town citizens
Brooks Besley made a motion to approve the agenda as amended. Roy Payne seconded the motion. Motion passed 6/0 with None voting in the negative.
Approval of February regular meeting minutes and continuation meeting minutes.
Roy Payne made a motion to approve the meeting minutes for the February 9, 2009 meeting as amended. Roy McGeHee seconded the motion. Motion passed 6/0 with None voting in the negative. Roy McGeHee made a motion to approve the meeting minutes for the February 19, 2009 meeting. Brooks Besley seconded the motion. Motion passed 6/0 with None voting in the negative.
Approval of March bills to be paid.
Add Mr. Maus’ bill not to exceed $250.00 and add the bill for the tree removal for $600.00. Roy Payne made a motion to approve the bills to be paid as amended. William Thomas seconded the motion. Motion passed 6/0 with None voting in the negative.

Standing Committee Reports:
Beautification / Anti-Litter Committee: The committee is getting ready to choose a bid for the installation of a flower bed at Luck Field.
Budget & Finance Committee: No report.
Cemetery Committee: No report.
Economic Development Committee: The Mineral Business Associations meeting was quite successful and a nice size crowd turned out. They will meet the forth Tuesday of the month at the Louisa County Library. On the 24th of March Kyle Meyer with the Department of Housing and Community Development, Bill Wanner with the Thomas Jefferson District and Louise Brierre with the Department of Housing and Community Development will be present to talk about grants that are available.
Personnel Committee: No report.
Police & Legal Matters Committee: Mr. McGehee will no longer be able to provide a monthly report for the Council due to the new computer system used by the sheriff’s office.
Streets Committee: No report
Walton Park Committee: No report.
Water & Sewer Committee: No report
New Business:
Supplemental appropriation- Water - $8000.00 - William Thomas made a motion to approve the supplemental appropriation of $8000.00 for the purchase of County Water. Roy Payne seconded the motion. Motion passed 6/0 with None voting in the negative.
Supplemental appropriation - Postage $1000.00 - Roy Payne made a motion to approve the supplemental appropriation of $1000.00 for postage. Bernice Wilson-Kube seconded the motion. Motion passed 6/0 with None voting in the negative.
Mineral Masonic Lodge – Use Walton Park, Easter egg hunt April 11th - Bernice Wilson-Kube made a motion that the Mineral Masonic Lodge can use Walton Park for purpose of having an Easter egg hunt on April 11th. William Thomas seconded the motion. Motion passed 6/0 with None voting in the negative.
Calvary Chapel Church – Use Spring Grove Cemetery for sunrise Easter service - Roy McGeHee made a motion that the Cavalry Chapel Church can use Spring Grove Cemetery for their sunrise Easter service. Bernice Wilson-Kube seconded the motion. Motion passed 6/0 with None voting in the negative.
Emergency services for the Town – This was discussed and no decision was made.
Old Business:
Set public hearing for Budget –Run ad in April, public hearing in May, and adopt budget in June.
Set public hearing for meals tax – Run ad in April, public hearing in May.
Webpage - Roy Payne made a motion to approve the webpage design and maintenance for six months for the sum of $500.00. William Thomas seconded the motion. Motion passed 6/0 with None voting in the negative.
Recommendation of bathroom remodeling committee – The committee recommend to Sean Brennen to redo both bathrooms in the Town office. Pam Harlowe made a motion to pay Sean Brennen $2950.00 for labor only to redo both bathrooms, materials are estimated to cost $1500.00. William Thomas seconded the motion. Motion passed 6/0 with None voting in the negative.
RResolution for recognition of accomplishment for Jimmy Gutekenst to be prepared by the Town Manager for the work Jimmy Gutekenst did at Walton Park for his Eagle Scout badge.
Motion made by Roy Payne to adjourn, seconded by Brooks Besley. Motion passed 6/0 with None voting in the negative.
