Minutes of Town of Mineral Council Meeting
November 10, 2008

Public Comments
Jesse Harper on behalf of Mineral Historic Foundation came before the Council to thank the Council for their
support on their annual festival.
Adopt Agenda (add or take away items at this time)
Under old business add tax ticket minimum of $5.00
Under new business add note of appreciation for the cemetery
Under old business where is the water increase money going to
Pam Harlowe made a motion to adopt the agenda as amended. Bernice Wilson-Kube seconded the motion. Motion passed 5/0 with None voting in the negative.
Approval of October regular meeting minutes
Bernice Wilson-Kube made a motion to accept the minutes as presented. Brooks Besley seconded the motion.
Motion passed 5/0 with None voting in the negative.
Approval of November bills to be paid
Pam Harlowe made a motion to approve the bills to be paid as presented. Bernice Wilson-Kube seconded the
motion. Motion passed 5/0 with None voting in the negative.

Standing Committee Reports:
Beautification / Anti-Litter Committee: Christmas tree lighting December 7, 2008 with the festives starting at the Mineral Historical Society building at 4:00p.m. and ending at the Mineral Volunteer Fire Department.
Budget & Finance Committee: No report
Cemetery Committee: The Mayor stated that the work of the staff was appreciated in preparation of the Johnson funeral.
Economic Development Committee: No report
Personnel Committee: No report
Police & Legal Matters Committee: No report
Streets Committee: No report
Walton Park Committee: Positive comments were received on the look of the park during the fall festival on November 2, 2008.
Water & Sewer Committee: The Louisa County Water authority water rates will be increasing.
New Business:
Waiver of building permit fee for Boy Scout project, Mineral United Methodist Church - Bernice Wilson-Kube made a motion to waive the building permit for this project and evaluate the existing policy in the near future. William Thomas seconded the motion. Motion passed 5/0 with None voting in the negative.
Old Business:
Remodel Town hall, bathrooms and roof discussion - William Thomas made a motion to get bids for the remodeling of the bathrooms and roof. Brooks Besley seconded the motion. Motion passed 5/0 with None voting in the negative.
Walton Park & Cemetery work - bid or use established hourly contractor - Get bids for work at the cemetery and Walton park.
Tax ticket remaining $5.00 minimum - Do not re-bill for anything under $1.00
Recognition to MIDC for the cemetery - The Town manager and the Mayor will be work on a resolution.
Dr. Thomas had a couple of concerns that he wishes to share with the Council concerning the Town Manager not being present at the meetings and possibly not having the meetings when the manager is not present. Discussion followed. The Council decided that the town manager does not always need to be present.
This meeting will be continued until November 20, 2008.
