Adopt Agenda (add or take away items at this time)
Bernice Wilson-Kube made a motion to adopt the agenda as presented. Brooks Besley seconded the
motion. Motion passed 4/0 with None voting in the negative.
Approval of October regular meeting minutes and October 22, 2007 public hearing minutes
Roy Payne made a motion to approve the minutes for the October 9th meeting. Brooks Besley seconded
the motion. Motion passed 4/0 with None voting in the negative. Bernice Wilson-Kube made a motion to
approve the minutes from the October 22 public hearing. Roy Payne seconded the motion. Motion passed
4/0 with None voting in the negative.
Approval of November 2007 bills to be paid
Pam Harlowe made a motion to approve bills as presented. Roy Payne seconded the motion. Motion
passed 4/0 with None voting in the negative.

Standing Committee Reports:
Beautification / Anti-Litter Committee: December 2, 2007 at 5:30 p.m. the annual Christmas tree lighting will take place. The wreaths have been redone and are ready.
Budget & Finance Committee: No report
Cemetery Committee: No report
Economic Development Committee: No report
Personnel Committee: Two new clerks have been hired and a cleaning service.
Police & Legal Matters Committee: The monthly police report was provided to the Council.
Streets Committee: No report
Walton Park Committee: There will be a meeting on November 15, 2007 with the Virginia Tech design group at the Church of Incarnation.
Water & Sewer Committee: No report
New Business:
Permission to use Draper Aden to prepare draft of RFP for engineering for Town Hall/DMV site/building - Council was in agreement as long as there is no charge.
Schedule date for retreat - Pam Harlowe feels that the cost of the mediator should be found out before we schedule a retreat.
Declare backhoe attachment for tractor surplus - Roy Payne made a motion to declare any unused equipment for surplus, as decided by the Town Manager. Brooks Besley seconded the motion. Motion passed 4/0 with None voting in the negative.
Old Business:
Transit Occupancy Tax Decision - The public hearing for this was held on October 22, 2007. Brooks Besley made a motion to amend the Town Code to add transit occupancy tax ordinance effect January. Motion passed 3/1 with Bernice Wilson-Kube voting in the negative.
Meals Tax- corrected ordinance adoption of section 17-11 - Brooks Besley made a motion to add section 17-11 to the meals tax ordinance. Roy Payne seconded the motion. Motion passed 3/1 with Bernice Wilson-Kube voting in the negative.
Closed Session:
Brooks Besley made a motion to discuss personnel pursuant to discuss personnel under 2.2-37 11 a1.
Pam Harlowe seconded the motion. Motion passed 4/0 with None voting in the negative.
Roy Payne made a motion to go back into open session. Bernice Wilson-Kube seconded the motion. Motion passed 4/0 with None voting in the negative.
