Minutes of Town of Mineral Council Meeting
7:00 p.m.
December 11, 2006


Present: Edwin Keller, Mayor, Pam Harlowe, Vice-Mayor, Brooks Besley, Roy Payne, Bernice Wilson-Kube, Roy McGehee, William Thomas, Jack Maus, Town Attorney, Willie Harper, Town Manager and Ti-Lea Downing, Town Clerk.

Also present: Janice Abercrombie, Edwin Jarvis, Jason Rice, and Irene Luck with The Central Virginian.

Setting of Agenda

Under old business add - Briefing of Planning Commission public hearing

Under new business add - Wunch proposal

Resolution honoring the Louisa football team

Discussion of November minutes. Motion made to approve December minutes by Bernice Wilson-Kube, seconded by Roy Payne. Motion passed 6-0.

Mrs. Wilson-Kube requested that the December bills have the attorney bill pertaining to the Jarvis case pulled for a separate vote.

Discussion of December 2006 bills. Motion to approve payment of December 2006 bill without the Jarvis matter attorney bills included by Roy Payne, seconded by Bernice Wilson-Kube. Motion passed 6-0.

Motion made by Roy Payne to pay the attorney bills for Jarvis matter, seconded by Pam Harlowe. Motion passed 5-1 with Bernice Wilson-Kube voting against.

Willie Harper presented the Town Council with his manager's report.

Jack Maus presented the Town Council with his attorney's report.

Committee Reports:

Beautification/Anti-Litter: The Christmas tree illumination was a success with 70 to 75 persons in attendance.

Budget & Finance: No Report.

Cemetery Committee: Waiting on information from the sign designer.

Economic Committee: No Report.

Personnel report: No Report.

Police & Legal Matters: No Report.

Streets: No Report.

Walton Park: No Report.

Water & Sewer: No Report.

New Business:

A. Wunch proposal for 06/07 audit. Motion made by Roy Payne to accept Wunch's proposal for 06/07 audit not to exceed $5,400.00, seconded by William Thomas. Motion passed 6-0.

B. Resolution honoring football team. Motion made by Roy McGehee to adopt a resolution honoring Louisa County's public football team and coaches, seconded by Roy Payne.

Old Business:

A. Cemetery sign. Waiting on information from the sign designer.

B. Update on Planning Commission public hearing. Brooks Besley gave a brief update on the Planning Commission public hearing that was held December 7, 2006. The public asked good questions and gave good statements. The drawings were reviewed. There is a workshop scheduled on December 28, 2006, which will be a continuation of the December 7, 2006 meeting.

Motion made by Brooks Besley to go into closed session for the purpose of personnel, pursuant to code 2.2-37 11 A1, seconded by William Thomas. Motion passed 6-0.

Motion made by Roy Payne to go back into regular session seconded by Brooks Besley. Motion passed 6-0.
